Semrush plans for small agencies and which tier to buy past five client sites
A small agency should buy Semrush Pro+ at $299 a month from its fifth client onward, and the SEO plan at $139 below that. The deciding number is not the price and not the seat count, it is the website ceiling: both the SEO and Starter plans stop at 5 monitored websites, so they cap you at four clients plus your own site. Pro+ raises that to 15.
Semrush put a new four-tier ladder called SEO, Starter, Pro+ and Advanced in front of its Pro, Guru and Business plans in 2026, and moved those three under a heading called SEO Classic, where they are still sold. Almost every agency buying guide still in circulation was written against the old ladder alone, which means the advice in them ignores the plans Semrush now features first. How many websites can you track on Semrush?
Five on SEO, five on Starter, fifteen on Pro+ and forty on Advanced. Enterprise is unlimited and quote-only. That single row decides the plan for most agencies, because a monitored website is not an abstract allowance. It is a client. Every other major platform counts that row differently, and they are compared side by side on SEO software for agencies.
Count your own site as one of them and the entry tier holds four clients. That is a perfectly normal size for a solo consultant and a very short runway for anything that intends to grow. The step from four clients to five costs $160 a month, which is a real jump, and it arrives with no warning because nothing about the $139 price signals where the wall is.
Here is what a small agency actually pays across the ladder, seats and reporting included. The seat charge matters because Semrush prices every published plan for exactly one login.

Notice what happens to the three-person, twelve-client agency. The plan is $299 and the bill is $409. The published price is 73 percent of what leaves the account, and the missing 27 percent is seats and reporting, neither of which appears on a pricing card. If you have never added up what your whole tool stack costs per client, that gap is usually where the surprise lives, and it is the sort of recurring spend that quietly accumulates across a dozen SaaS subscriptions until somebody sits down and reconciles it against revenue.
Do agencies need the Semrush Starter plan?
Usually not, and this is the part of the new ladder that catches people out. Starter costs $199 against the SEO plan's $139, and for that $60 a month it gives an agency no additional capacity whatsoever. Same 5 websites. Same 500 keywords tracked daily.
What the $60 buys is AI visibility: 50 prompts tracked daily, 300 AI visibility reports a day, an AI-ready site audit, MCP access, and one domain for AI brand performance. Read that last item again, because it is the one that decides this for an agency. One domain. If you are tracking whether clients show up in ChatGPT and Gemini, a single-domain allowance covers exactly one of them.
So the honest reading for a multi-client shop is that Starter sits in an awkward middle: too little AI coverage to serve a roster, too little capacity to serve more clients. If AI visibility is genuinely on your reporting template, you are looking at Pro+ or at a dedicated tracker. If it is not, the SEO plan at $139 is the correct buy and Starter is $720 a year of nothing.
Is Semrush Pro+ worth it over the SEO plan?
From the fifth client, yes, and not only for the website count. Pro+ is where four things arrive that agencies use constantly: historical SEO data, content optimization, keyword cannibalization analysis, and multi-location and device tracking.
Historical data is the one people discover they needed after they have cancelled. When a client asks why traffic fell in March, an account without history can only describe the present. Cannibalization analysis matters for a different reason: it is the single most common structural problem on a client site that has been publishing for a few years, and finding it manually across a roster is slow work.
The keyword allowance triples too, from 500 to 1,500 tracked daily. Spread across twelve clients that is 125 terms each, which is workable rather than generous. Advanced at $549 lifts it to 5,000 and the website ceiling to 40, and that tier only makes sense somewhere past twenty-five clients. It is also the one plan with no free trial button on its card, so you commit before you test it.
What this costs against the alternatives
Agencies rarely shortlist Semrush on its own. The comparison that matters is what the same roster costs elsewhere, and the answer depends entirely on whether your constraint is sites, seats or index depth.
Ahrefs prices seats harder and caps them: Lite allows a maximum of two extra users, so it cannot hold a four-person team at any price, which is covered in full in our piece on Ahrefs alternatives for small agencies. If client reporting is the job, it does not.
Below both of them, Ubersuggest starts at $29 a month and sells a one-time lifetime plan, which suits an agency where the budget rather than the data is the constraint. The thing no plan tier fixes
Worth saying plainly, because we sell against it. Every tier discussed here is a research and reporting product. Pro+ will tell you that a client page has a weak title, a missing meta description and a heading structure that does not match the query. It will not write the replacement.
On a roster of twelve clients that is the actual bottleneck. The audit list is never the constraint, because the audit takes minutes and produces more findings than anyone will work through. The constraint is that somebody has to sit down and write 200 titles and meta descriptions, and that work does not get billed and therefore does not get done. Whatever tier you land on, budget for who is doing that part.

Does Semrush charge per client?
No, it charges per monitored website and per user seat. There is no per-client licence. In practice the website ceiling behaves like a client cap, because each client site plus your own consumes one slot, so an agency on the 5-website SEO plan is really capped at four clients.
Is Semrush Pro+ worth it over the SEO plan?
It is worth $160 a month the moment you have a fifth client. Pro+ triples the website allowance from 5 to 15 and the daily keyword allowance from 500 to 1,500, and it adds historical data, content optimization, keyword cannibalization analysis and multi-location tracking. Below five clients it is mostly headroom you are not using.
Do agencies need the Semrush Starter plan?
Only if AI visibility is on your reporting template. Starter costs $60 a month more than the SEO plan and adds no websites and no keywords. What it does add is 50 prompts tracked daily, one domain for AI brand performance, 300 AI visibility reports a day and MCP access. For a multi-client agency the one-domain limit is the catch.
Can I white label Semrush client reports?
Yes, but it is a paid add-on rather than a plan feature. Pro Report at $20 a month adds white labeling, delivery at a specific time, AI-generated summaries, sharing by link and twenty or more external integrations. The cheaper Base Report at $10 covers scheduling and PDF export but shares only with other Semrush users.
Should an agency pay Semrush annually?
Annual billing saves 17 percent on Pro+, taking it from $299 to $248.17 a month. Semrush also confirms you can cancel, downgrade or upgrade at any time unless you are on signed custom terms. For an agency with churning clients, two months of monthly billing to confirm the tool actually gets used is usually the better trade.
